Cardiff council have claimed that there is nothing they could have done to prevent the demolition of the Roath Park pub, instead choosing to blame Cadw and the Welsh Government.

In fact Cardiff council could have locally listed The Roath Park, defined a Conservation Area around it, and made an Article 4 Direction removing demolition as a permitted development right. Having neglected to do that, the Planning Officer had little choice but to give Prior Approval. But it is wrong to say Council had no power over this if it had acted in time.
